Bihar Special Land Survey (Vishesh Sarvekshan): What Every Landowner Must Do

The Bihar Vishesh Sarvekshan (Special Land Survey) is currently underway across all 38 districts to replace the century-old Cadastral and Revisional surveys with a modern GIS-based Record of Rights. Landowners must actively present their documents to prevent their property from being categorized as disputed or government land.

Key Forms to Submit

Every landowner must submit Form-2 (Self-Declaration / Swaghoshna) detailing their plots and Form-3(1) (Vanshavali - genealogical lineage tree). If you live outside Bihar (in Delhi, Mumbai, or overseas), you can upload these documents online via dlrs.bihar.gov.in.

Kistwar & Khanapuri Stages

During Kistwar, government amins physically map plot boundaries using aerial imagery and ETS. During Khanapuri, ownership details are entered into the draft Khatiyan. Having your private boundary measured beforehand ensures no neighbor claims your aari during survey mapping.

Actionable Landowner Checklist
  • 1Collect certified copies of your parent Khatiyan, registered deeds, and recent rent receipts (Lagaan)
  • 2Draft and attest your Vanshavali through your local Gram Panchayat / Ward representative
  • 3Physically visit the property during Kistwar ground marking or authorize a trusted representative
Statutory Legal Disclaimer:

Failure to participate in survey camps may lead to erroneous entries in the draft Khatiyan, necessitating lengthy formal objections in Form 8 and Form 14.
