Once a deed is registered at the Sub-Registry, the buyer must apply for Mutation (Dakhil-Kharij) to record their name in the government's tax registers. Both Bihar and Jharkhand now mandate complete online applications.
1. Buyer logs into Bihar Bhumi or Jharbhoomi. 2. Submits registered deed PDF, encumbrance declaration, and previous Jamabandi details. 3. Case number (Vaad Sankhya) is generated. 4. Circle Officer issues public notice (Form 13) for 14-30 days to invite objections. 5. Revenue Karamchari and Circle Inspector submit field verification report. 6. Circle Officer passes final order and issues digital Shuddhi Patra (Correction Slip).
If the Circle Officer rejects your application, do not re-apply immediately under a new number. You must obtain a certified copy of the rejection order and file an appeal before the DCLR (Deputy Collector Land Reforms) within 30 days.
Timelines for mutation are statutory but subject to departmental workloads and objection hearings.
